Documents for Apply TOTO Enrolment Number
Here is the mandatory document list for the TTEN registration.
- Valid Aadhaar Card: An Aadhaar card with the exact name of the e-rickshaw owner or operator.
- Identity Proof: Any identity of the applicant, like a driving license/voter ID/PAN/passport.
- Bank Account Details: Bank account with the same name of the applicant as the name on the Aadhaar card.
- Vehicle Purchase Invoice: e-rickshaw vehicle purchase invoice for confirmation of the purchase.
- Vehicle Photograph: Take a picture of the (TOTO) E-rickshaw vehicle. It will be uploaded when they apply.
- Valid Driving License: A valid driving license of the operator of the e-rickshaw.
- Dealer Information: Information and details of the dealer from whom the e-rickshaw was purchased.
- Self-Declaration: If the e-rickshaw (TOTO) owner or operator does not have the invoice, they can give the self-declaration document.
This is the required document that governments use for the photo enrollment registration in West Bengal. Every new vehicle registration must have all these documents.

Here are the new rules for running or operating e-rickshaw vehicles on the roads of West Bengal State:
- TOTO speed limit: 25 km/h max.
- Only 4 passengers allowed.
- Monthly payments must be made on time.
- Can only operate in approved areas.
- TAN is valid for 1 year or 18 months, starting from the issue date.
- Providing false info could lead to a ₹5,000 fine.
- Breaking the rules may result in a ₹500 fine.
For the passenger security and safety all these rules are mandatory and followed by the e-rickshaw operators.

The Bengal government already made e-rickshaw registration to maintain the road security and also made these rules that are also safe for the passenger and even the operator of the e-rickshaw.
